In a bid to enhance transparency and ensure compliance with electoral laws, the Election Commission of Pakistan (ECP) has instructed all registered political parties to file their consolidated financial statements for the 2023–24 fiscal year by August 29. The deadline applies to statements compiled on Form D, prepared and audited by Chartered Accountants.
🗂️ What Parties Must Submit
-
Annual Income & Expenditure breakdown.
-
Sources of Funding including donors and contributions.
-
Assets & Liabilities as of June 30, 2024.
-
A chartered accountant’s audit report.
-
A declaration from an authorized party representative confirming no receipt of prohibited funds.
-
Certified copies of the auditor’s ICAP membership and renewal certificate.
-
The completed Form D is available free at ECP secretariats in Islamabad and provincial offices, as well as online.
🕒 Why This Matters
Under Sections 204 and 210 of the Elections Act, 2017—and Rules 159–160 of the Election Rules—political parties are legally required to submit these audited statements within 60 days of the fiscal year’s end. Failure to comply could result in penalties or legal action.
📌 Next Steps
Parties are urged to ensure timely and accurate submission to avoid any regulatory backlash. The ECP emphasizes that Form D must be submitted in person by an authorised party official—submissions via mail or courier will not be accepted.
By enforcing this deadline, the ECP reinforces accountability and financial transparency in Pakistan’s political landscape.
